By the April 2018-signed agreement, NCLH guarantees Miami-Dade a minimum of 1,3 million passengers annually. Carnival Terminal F's renovations officially started on January 29, 2021 (with the groundbreaking ceremony) and are scheduled for completion by October 2022. Terminal F's groundbreaking was attended by Christine Duffy (CCL's President) and Daniella Levine Cava (Miami-Dade Mayor), along with construction companies representatives and county commissioners.
